Unabridged MHSA PEI Draft Proposal MHSA PEI Proposal Summaries                                   Prevention & Early Intervention Planning Process The PEI planning process began on February 29, 2008, with a meeting attended by the community, including consumers, family members, providers, advocates, community based organizations, law enforcement, labor, and education representatives, and staff of BHRS and other County agencies.  We approached this work with two outcomes in mind: an overarching prevention and early intervention framework for behavioral health, and a recommended MHSA PEI proposal to submit to the State for approval.  After completion of the MHSA PEI process, we will continue to work on the larger prevention framework. The larger prevention framework seeks to align existing initiatives within a broad and long-term prevention agenda and will guide our strategy in the development of sustainable future efforts. To arrive at our MHSA PEI draft proposal, we held monthly meetings with the same, rich constituencies mentioned above working in age-focused work groups: 0 to 5 years-old; 6 to 17; 18 to 25; Adults; and Older Adults. After a total of 16 meetings, with a last gathering on June 20th, we finalized the recommendations to the MHSA Steering Committee.  The MHSA Steering Committee reviewed and approved the current draft proposal that we have released for public comment. Public Comment The Mental Health Services Act (MHSA) establishes that draft proposals for all components of the Act be released for a 30-day public comment period before submission of a final proposal to the State Department of Mental Health.
