Animal Control

The 20 incorporated cities and towns of San Mateo County contract with the County to operate a countywide animal control program.  The County contracts with the Peninsula Humane Society & SPCA (PHS), a private, non-profit organization, to enforce all animal control and anti-cruelty laws and to provide sheltering for homeless animals and other services.

Under the Field Services and Humane Investigations Division, PHS staff handles many services, including:
• Capture of at-large or stray dogs and cats
• Rescue injured animals
• Pick up dead animals from public property
• Enforce the leash law and other local ordinances
• Investigate dog bites and attacks
• Euthanasia of severely injured animals, as well as other services.

Animal Licensing

The County works to protect the health and safety of the public through licensing, education and outreach. All dogs that reside within the County must have annual rabies vaccinations and be licensed. While vaccinations and licensing is suggested for all cats residing in the County, it is required in the City of Belmont, City of San Mateo, and all unincorporated areas of the County.

Proper licensing is essential to ensure compliance with rabies vaccination and reduce the potential for a rabies outbreak in San Mateo County. By licensing your vaccinated animals, the County maintains an up-to-date tracking system in case of a bite or rabies exposure. This system increases the likelihood of finding an aggressive animal or an animal that has bitten, and reduces the number of people who must receive post-exposure rabies vaccine after a bite.

As of January 1, 2008, the County contracts with PetData, Inc., a Texas-based company, to administer licensing for animals that reside within the County. To find out if your pet is licensed or to update your pet's information, please contact PetData, Inc. at 1 (866) 925-5906. This is a toll-free number.

Instructions for licensing your pet:

  • Mail or bring a copy of your current rabies vaccination certificate
  • Mail or bring in proof of spay/neuter, if applicable
  • Mail, apply online or bring in the correct payment as shown below.
